If the thing being used to install it puts it under /var/usr/palm/applications (e.g. by using "ipkg -o /var install" or WebOS Quick Install, or other apps that use Palm's InstallNoVerify service), then it should be removeable.
If someone used ipkg without the -o /var switch, or ipk-opt (which should only be used for Optware packages), or some other installer that puts it directly in /usr/palm/applications, then it won't be removeable.

It's also the appinfo.JSON - it has a line for removeable = true.
This one does remove.
What this sounds like is that the app did not fully install - it was interrupted, something. Maybe it's missing something. A reinstall of a new ipk would overwrite the old install and he should be good to go.
