As far as I can remember, the Pre in the US has always included the PAN bluetooth profile. However with Sprint, your plan must be coded to allow phone-as-modem in order for the data connection to Sprint's network to be made. It sounds like O2 in Europe has the same policy.
There are a few people who have gotten the phone-as-modem code added to their Sprint plans, or had it carried over from a previous plan when they upgraded it for the Pre. You can try asking a customer care specialist to add the code PAM1 to your plan (this is the code for phone-as-modem, free of charge). Most will probably say no, but you might get lucky.
