I would like to take my current mp3's and make them into ringtones, about 30 seconds in length. Can I just cut a current mp3 or do I need to re-encode it to a lower bitrate? I don't want it to eat up my phones memory.

you can use a program called mptrim to chop your mp3's to 30 seconds. if the size the mp3 is high, you can re-encode them. otherwise, re-encoding is not necessary

If you have an account, don't sign in. With a little bit of effort you can download the 30 second low quality sample. Works perfectly for me, for a ringtone.

That is, hands down, the easiest way.
