I am trying to figure out a simple way to have remote workforce submit billable hours and other info (expenses, etc) OTA.

I'd be happy with just creating email forms or something similar for this purpose, or perhaps there is an app that will help?

We use Exchange/Microsoft CRM but I don't necessarily need anything integrated at this time. Something simple, reliable and inexpensive that gets things in one place for future entry into the appropriate system.
