It limits the cache for your pocket IE to 2mb. Otherwise, it will use much more. I had 18MB in cache at one time which is why I enabled this. I no longer have that issue. Make sure you clear out your IE Cache as well before doing this hack.

As far as those cabs under "documents and settings" you should be ok in deleting those. I don't have those in my documents and settings folder. I believe those are the cabs you copied over via activesync prior to installing them. You can always move them to your SD card for backup.

I deleted them. The sms cab was 4.5 mb but I reclaimed no memory.

Just relized both the cabs went to "recyled" folder also. Up to 23 mb free. What a country!!!
