    I just don't see a menu or access to any "open" or "load" in order to access local webpages.

    No, I don't think it's possible to save the webpages for viewing later, unless yu use te Web to PDF app

    I just tried file:///media/internal/sample.html (a file I made using Internalz) and a dialog box popped up saying, "Cannot display local files". So, I think Palm has purposely disabled this.

    It is possible. You need to install Lighty Web Server (available in Preware).
