yes and no
i'll do no first there is an app limit on every stock pre phone until 1.3.5 comes out(rumor)

now yes because most people here use one or to of the homebrew options to circumvent teh app limit

and a patch found in both of those programs called mvapp circumvents the app limit

It's common among most people, I personally don't have enough installed to fix it. There are some actual solutions if you do a search, there is also a post on the blog about this issue from a week ago or so, also accessible through the search feature.
