I may have a paper weight!

Bought my cousin's Cingular 650. He got an unlock code before he shipped it. But, It doesn't work for me.

Do you have to use an unlock code with a correct Sim installed first?

Does the Treo need to be in a certain state (setup) before unlocking?

Anyone know a trusted source which can do it remotely?
