    PRL stands for "Preferred Roaming List".
    It contains information about all of the towers that a carrier has, as well as towers of carriers it has roaming agreements with.

    If you have an old PRL and a new tower went up, your phone would not know it was available to connect to, possibly resulting in signal issues.
