Can anybody briefly explain in laymen's terms how the Palm and all these 3rd party programs try to handle system events?

For example, mRing and CallFilter are both cool programs. Both have the ability to set ring tones per user/category, etc.... However, in messing around with both, they can't coexist (mRing doesn't have as much flexibility as the rules in callfilter, and callfilter's mp3 support isn't great). It seems like the last program opened is the one that works when the next call is received.

Am i forced to choose between one of those programs? Do all palm programs set events/listeners and "hope" that another 3rd party program doesn't come and override it? There's no method of locking these things in with the Palm OS? Is this just one of the weaknesses of the OS itself? Thanks for listening!
