    Just makes me wonder, why in world is H/P not unloading the millions of pre's and plusses it has in 3rd world countries like India, Brazil, China and Africa?
    It must have a way to deliver laptops there, why not change the radio's in the phone and deliver them to these 3rd world countries?
    Maybe it makes perfect sense.

    they wouldn't work. Each phone is made for a specific carrier.

    the inventory is owned by each carrier. Palm doesn't build it unless a carrier orders it.

    also, palm would need to create a webOS build, app store, and support infrastructure for each variation.

    carriers and palm would both lose money.

    I'm sure some of the transplant specialists on these forums could pull something off!

    (adding wifi to pixi, plussing the pres, modifying touchstone backs for extended batteries).

    amazing stuff.

    Thats what I thought, they could easily swap radios and sell them in other countries. India and Korea uses CDMA, they wouldnt have to even swap radios.

    My guess would be licence agreements and negotiations. It'll take quite a while for HP to first get new carriers both interested and then conduct all of the negotiations to get Palm phones available in those countries. I wouldn't actually be surprised if part of the delay in getting the Pre 2 out to existing carriers was HP having to renegotiate all of the existing agreements following the Palm takeover.

    I don't think that there is much that is carrier specific about the 'rest-of-world' GSM phones. There's nothing Spanish about my Movistar Pre- operating in Australia, except the Spanish App Catalog.

    great point....but i think you can just call them the BRIC (brazil,russia,india,china) countries rather than 'third world'...

    edit: a lot of africa is pretty well developed too!

    That's what your US carriers would like you to believe.

    An unlocked .eu banded UMTS Pre will work in the large majority of countries in the world with absolutely no changes.

    Current inventory is not just with US carriers ...

    BTW, inventory exists with the carriers, not with HP/Palm. If you're talking about HP/Palm selling devices in other countries (the original OP question), then you're talking about devices at the end of the production line that have not been transferred to carrier inventory yet, and are therefore able to be repurposed to any carrier (including unlocked UMTS).

    1) Carrier inventory: Dont touch it, palm already have sold them
    2) Palm/HP inventory: get creative and sell it in other countries. Especially use H/P's already existing contacts in BRIC nations, Australia, Africa and sell all palm pre pluses.
    3) If inventory is falling short make more pre pluses for specific countries.
