I dont want to do it on the computer I want to edit on the pre. Treo had software for that and it was great cant someone do an app for the pre?

Yeah! Although there are sites that offers ringtones for free make sure that they don't use it just for promotions. Others may give free downloads for a few weeks but then will charge you for the succeeding.
