'themer' option not coming up in 'tools' sidebar, help please!!

Hi, i recently got myself a hp pre 3 and have been trying to install themes on my phone, i've gone through all the steps on how to install themes but i can't go anny further as the option 'themer' wont come up in the tools sidebar and so, i can't exactly put on any themes on my pre 3, is it not meant to work on the pre 3 or something?
