Default Touchpad Theme Template

Does anyone know how to set up a file that can be used to simulate a touchpad theme in Photoshop? I have done something similar in other prgrams where you have a file liked into a template. I know theere must be a way to do this with Photoshop, but I cant seem to figure it out. If there are other programs you would reccommend instead, Please do so.

Basically I would like to be able to havea basic template that each layer, or whatever needs to be used. The linked files would be the finished images I would be then copying over to the Touchpad. I dont need the files to be sent over to the touchpad. I am just looking for a way to lay it out so that when I update an image file the template updates automatically to show me how it would look.

why not? You can build it like a website template.
