Guessing you go to "City University London" based on your location and their OWA being the first to pop up when searching for "outweb."

If it is, then you'll need to "manually set up this account."

    OWA Address: https://outweb.city.ac.uk/owa
Username: try your email address and if that fails, try just your username
    Password: well, this is obvious
Domain: This shouldn't be necesary unless your university has a server domain for students, in which case you'll need to contact them to find it out

    Hope this helps.
