    There have been various updates to the timezones and DST (Russia, but others as well (Honduras, Costa Rica etc)) in the last couple of years that haven't been reflected in legacy webOS yet. This causes the system time and offset compared to UTC to be incorrect.

    Code:
    Changes made to MCC list were for the following countries:
    
    Argentina - No longer uses DST
    Armenia - No longer uses DST
    Bangladesh - No longer uses DST and moved to UTC +6 instead of UTC +7
    Belarus - No longer uses DST and moved to UTC +3 instead of UTC +2
    Belize - No longer uses DST
    Bolivia - No longer uses DST
    Botswana - No longer uses DST
    Chad - No longer uses DST 
    Costa Rica - No longer uses DST
    Egypt - No longer uses DST
    El Salvador - No longer uses DST
    Falkland Islands - Permanent DST but uses UTC -3 instead of UTC -4
    Fiji - Now uses DST
    Ghana - No longer uses DST
    Guatemala - No longer uses DST
    Honduras - No longer uses DST
    India - No longer uses DST
    Jordan - No longer uses DST and moved to UTC +3 instead of UTC +2
    Kazakhstan - No longer uses DST
    Lesotho - No longer uses DST
    Libya - Now uses DST and moved to UTC +1 instead of UTC +2
    Madagascar - No longer uses DST
    Nicaragua - No longer uses DST
    Pakistan - No longer uses DST
    Peru - No longer uses DST
    Russian Federation - No longer uses DST and moved to UTC +4 instead of UTC +3
    Samoa - Moved from UTC -11 to UTC +13
    Sierra Leone - No longer uses DST
    South Africa - No longer uses DST
    South Korea - No longer uses DST
    Venezuela - No longer uses DST
    LG has recently updated Open webOS partly for this, but didn't include the updates to the MCC list for example. This is used when you just land in a country and the time is automatically adjusted for example.

    Also the file formatting was not consistent and I have fixed this as well. It has been submitted to LG for inclusion in Open webOS going forward.

    Patch file for both 1.4.x and 2.x/3.x is attached

    Is this patch TouchPad-only or suitable for webOS-phones also?

    Sorry for 2.x and 3.x, the file is identical in both! I didn't extract it from a 1.x Doctor yet to test.

    Weird... Patch doesn't install. I fails unexpectadly in "media/cryptofs//apps/usr/bin/patch:****"

    Help please. I've been having problems with time with my Preł, normally gets behind half an hour. Has to be related with time zone, because I "airplained moded" it and it came back to real time.
    Probably this patch will address this issue.

    Just tested here on 2.2.4 (Veer) and 3.0.5 (TP4G) with WOSQI and works without issues. It installs and does a Luna(CE) restart.
