Patch request: Change curser scrolling speed

When I option hold and drag my finger to scroll on my Pre 3 and Pre 2, the curser goes much faster then I want it to. This leads me to have to move it back and force until I luckily land where I want to. For some reason, I remeber the speed being, just right when I first used my Pre 3... Perhaps it changed with the OC kernel (a1). I'd like the curser speed to be adjustable in tweaks. And I'd also like the option to scroll using the gesture area instead of the option key.

Can get a hell yeah?... Wait... I just scrolled and it works fine again. Nice smooth speed. How does this keep changing!?
