Default [Request] Disable data in a timed manner

I know there is a patch that enables and disables data on the webos. Can someone make a patch like Juice defender in Android. ie.

1. Turns on data for 30 sec - 1 min every 15-60 minutes for emails to push through
2. Turns on data only when accessing apps that requires internet access

This should save a lot of battery for those that doesn't use internet access often.

The Mode Switcher app could do this for you with a little configuration.
