how to remove package manager services???

I have had problems with the program. I went into the Preware app and there was a update for PMS program. When i try and open the program there is a error and im about to see how far my pre can fly any help would be great!!!

Here is the error im getting...

:The package Management Service is not running. Did you remember to install it? If you did, first try reinstalling preware, then try rebooting your phone3 and not launching Prewware until you have a stable network connection.

Connect your Pre to your computer and use WebOS Quick Install to first remove the Package Manager Service (if it is present) and then reinstall the service and reboot your phone.

This is assuming you've already tried a simple reboot, right?
