Android WebOS mobile power dialer

Can we develop or run this application on webOS! This app I found on android market which is perfect for sales people. "My Sales Dialer" is an android based app available for free on android market. Once you load this puppy on your android phone, it turns your phone into power dialer. Power dialer same as call center power dialer with CRM!! It has all the function like call center power dialer, different lists like prospects, clients, leads etc. It works on VoIP, Skype and normal telephony...I liked this app, and have some plans for it. I want to know, If not using android then can we convert it in to other Os or can we use it on other OS?

I've worked sales almost all my life, but I've never worked outgoing telephone sales. I do currently have a job in incoming telephone sales, though. Unfortunately, I can't use my TouchPad to do much of anything for it, besides act as an extra web browser.

So, what does this do? On webOS, for security purposes, you can't robocall (making phone calls requires user intervention .. just imagine what happens when some app decides to start making telephone calls without your knowledge...) , but what else do you need?
