Default Windows XP virtualization?

How hard would it be to virtualize Windows XP as a card on webOS for the Touchpad?

I know its a little resource heavy, but somneone modified windows to run on 39mb of ram:

microxp - Google Search

Someone could just make the virtualization setup and ask for an installation of windows, as it wouldn't be too legal to distribute it.

I guess microxp could just be a choice for people to use as it would be the best option.

PS: it is legal to use microxp provided you own or purchase a license for Windows XP Professional. Its just XP Pro with a bunch of Services turned off. A whole bunch.
