Wifi calling

Hello,
I am new to the webOS thing. I have a friend with a palm pixi plus through verizon. He is traveling to Japan in a few weeks. He will not have cell service where he is at. Is there any solution currently for calling over wifi? He will have internet access where he is staying. I know that there is gdial but I did not know if it worked over wifi. If it does not is there any other way to make calls without cell service.
