Palm pre compatible website developement kit?

Hello,

this might be the wrong forum, but I didn't know where to ask else...

I am running a full blown content management system on my website...It's all well there...

Now I want to create a spin off for a special product for the ever on the run business man. That I want to make simple and lean and suitable for mobile webbrowsers...Palm pre and iphone...

I have a XP Pro machine and am looking for some kind of editor WYSIWYG style to make that happen...for mac there is something I found for 79$ it's called rapid weaver...but I don't own a mac.

Does anybody know anything application like this?

It needs to be able to look real slick and stylish...and have mobile payment options able to be easily implemented in like paypal mobile and google check out...

that is the the task, any help is greatly appreciated...
