Can't connect 3-way call with Pre2 or Pixi+ on VZW

I've searched all over the web and can't seem to find if my problem is with my WebOS phones or VZW.

I had a Pixi+ on a prepaid VZW account that could not even connect 3-way calling. I called VZW and they had a network repair ticket issued to fix it. They couldn't. Just said it must be the Pixi+

I switched ESN's on the account and now have a Pre 2 on the same account, with the same problem.

Scenario:
Call person A, connects fine.
Call person B, tap add call, dial number, hit green phone, and I get a recording that says: "Your service does not allow you to complete this call, message MSZero."

Does anyone have a WebOS Phone on VZW that can do 3-way calling?
