I'm having an issue, I made an account and downloaded the app. Whenever I try logging in it says foursquare seems to be down right now. Is the app not functional at this point in time?

What that message means is that foursquare (the actual service) is down. They've been having some growing pains lately with keeping the service up, with all the new users. Unfortunately, this downtime pretty much renders the app non-functional as well. However, they've been really good at restoring service rapidly, and attempting to reduce the number of outages.
