QOS for the phone app?

Does anyone know if it would be possible to set a quality of service on the phone app that would give it priority? It runs sluggish when I have other apps open (and sometimes when I don't!).

I hate it when I'm trying to hang up on someone and it just sits there for a while - then because I hit the hang up button twice while waiting - when it finally does hang up, it calls them right back because my extra 'taps' are queued up...
