QuickOffice is not an app from one of the Preware feeds, so of course when you uninstall it it will disappear. Try getting it back from App Catalog or from /usr/palm/ipkgs.

You can't. For the Pre 3, it's built in, not a market app. The Market one is only for the TouchPad, though they share the same app ID.
Only way to get it back is either in your ipkg directory.
