If I know what you're talking about, then it is because the Pre Backup Tool's service is written in Java. Java was completely removed from webOS 2.0 (and won't be coming back) because C/C++ services are much more memory efficient.

Pre Backup Tool doesn't work. Don't use it.

Use Save/Restore for app-data-level backup or the Meta-Doctor 'backup' target for low-level filesystem backup.

The author of this program has not been seen for many months. It is unsupported. I doubt anyone else knows how it works very well.
