    Um... No.

    If you read the article, look at the pics and follow the link to the specifications: this device is running a skinned variant of Android 4.x.

    It does look like they borrowed a quick launch bar and icons from webOS, but see the Android software buttons under that? And the word "Google" in the searchbar? and the icons on the home screen area (which webOS never had)???

    Yep.. you can see the Android bar below the webOS icons. There is an Android Skin that is available that makes everything look like webOS.

    it IS very interesting that some Russian IT tech must have intentionally imaged this hardware with a webOS theme.
