Offhand, I don't know of any other mobile weather app that does this but...
Instead of always having the same dash-bg.png static background image displayed, have it change as the weather conditions icon changes. I got the idea from MediaPortal: MediaPortal - Weather Condition Backdrops Pack

This theme has only been tested with Garrett92's Dash Weather v1.1.0. The theme adds color to the original images & app icons or replaces them with other color images and uses the "App Icons" Theme Manager "Theme Components". With the theme installed & when the LunaCE Dash is enabled via the Dash Weather Settings, the Dash Weather "static" images within the dash & Welcome! page app screenshot are changed (see screenshots below). This theme does NOT effect the variable weather conditions iconset (see next post for that!).

I've created an ipk file of Dash Weather 1.1.0 that allows the app to be themed with other variable weather condition iconsets.
The Dash Weather Color Images theme in the post above this, will work with this ipk as well. The apps stock Widget.js files (for LunaCE/non-LunaCE installs) and it's weather condition iconsets png filenames are the only things that prevent this. The majority of existing weather condition iconsets available have their 49 png image files named 0.png thru 47.png & na.png, so that's what I had choosen (if other iconsets are named differently, they would have to be renamed the same way). My attempts to make a patch for the Widget.js files had failed (I don't know why?). Weather conditions iconset themes for the Dash Weather is possible when a few things are changed in the app. The edits/changes for building the ipk file to allow variable weather condition iconsets theming are below: 1 - The Widget.js files need to use weather condition codes of 0 thru 47 & na (as used w/ the current Yahoo! Weather API) for the "iconName" and their referenced "images" folders containing the corresponding png image filenames (0.png thru 47.png & na.png). 2 - In \usr\palm\applications\com.choorp.dash-weather\widget\Widget.js (line# 11), replace "http://forums.webosnation.com/images/icons/cloudy.png" with "http://forums.webosnation.com/images/icons/na.png". 3 - In \usr\palm\applications\com.choorp.dash-weather\widget\Widget.js, replace "unavailable" with "na" in lines 160, 306 & 309. 4 - In \usr\palm\applications\com.choorp.dash-weather\widget-pro\Widget.js (line# 13), replace "http://forums.webosnation.com/images/icons/clear-day.png" with "http://forums.webosnation.com/images/icons/na.png". 5 - In \usr\palm\applications\com.choorp.dash-weather\widget-pro\Widget.js, replace "unavailable" with "na" in lines 187, 333 & 336. My ipk of Dash Weather is identical to Garrett92's original (except for the changes as described above & with duplication of & renamed png images files to make the full imageset of 0.png thru 47.png & na.png). The app id is still the same. I 've made a couple themes that work with it that I can post later. If Garrett92 is OK with it, I will provide my modified ipk file for download.

I think on the previous page he said hes doing another update of some sort, maybe ask if he can impliment the changes you require for his next version to better help people like yourself theme his app/widget?

Hmm, I could try and take over development... anyone got any ideas/suggestions?
