I think that someone should make an installer for the app catalog which does the following things...

    - force the user to enter a password from this site and then give them a warning that they can install applications that are not from a safe enviroment and to take care when using.
    - install ipk's

do you think that this is a good idea?

IPK's can be installed via Preware or Terminal.

But yeah, an installer need to come, then we can actually do something with webOS Emulator on a PC

IPKs can also be installed via WOSQI, Internalz Pro, and the Palm SDK.

Having unsecured off-AppCatalog installation supported within the OS itself would be a huge security risk; an unnecessary one given the huge DevMode advantage Palm has given people wanting to enter homebrew world.
