Is there any way to disable Palm Messaging app and have Outlook handle MMS and SMS?

Outlook doesn't do SMS messages. You could possibly disable Palm SMS but you wouldn't like the result.

Palm's messaging app is 1000x better than how pocket outlook does it. Why in the world would you want to disable it?

Have you deleted the palm messaging folder? Once the app is installed that whole folder is no longer needed
