On your clock on Treo, by default, the option of ENABLE LOCAL NETWORK TIME which I'm guessing is the phone carrier sets the time on your treo..

Anyway, the funny thing is, every time my phone is turned off and turned on again my time zone is always set to GMT-4 Caracas, La Paz..

I live in NY, so shouldn't it be GMT-5 Eastern US???

Anyone else experiencing the same thing???

I have been seeing a lot of this happening in the NY/NJ areas. Not sure what would cause it. However, take note.....there were issues with the Palm Treo clocks during daylight savings time. Palm issued a statement to not use the "Enable Local Network Time" until further notice because it caused issues with the calender. Not sure the issue you are having is the same or not.
