The Pre Plus on AT&T ships with webOS 1.4.5
The unlocked Pre 2 (AT&T compatible) ships with webOS 2.2.4, as does the AT&T version of the Pre3. Go with the Pre3. It has a better and bigger screen, faster processor, improved keyboard, sturdier slider, autofocus camera, and so much more that makes it worlds better than the Pre 2.

I'm moving the wife to ATT and the Veer is too small for her. No problems with the stock version on the Pre 3? Can I just buy one on eBay and insert a sim card and be ready to go?

OTA... Over The Air... A version update rolled out by the carrier or the OEM... In this case (Pre 3) I would presume it comes from the HP servers as the AT&T launch never took place.
Just like the BNIB TouchPad I bought two months ago did an OTA update to 3.0.5 when I fired up the WiFi.
