    in all seriousness there should not be enough voltage in the phone to produce any "shock" sensation that you could feel -- no matter the line voltage you are using the end result is that it is transformed down to under 12 (most likely around 4 volts)- there should be no way that this amount of voltage could produce any feeling in your finger and if your charger was producing a higher output voltage then it would surely damage the phone --

    Go see a neurologist. Seems to me something's wrong with a nerve in your arm.
