I'm using RingWhere to set "silent" when I'm at work (office top floor, just a normal roof above me), and I can't understand whether it's the Pre GPS which can't get the location due to weakness or if it's RingWhere that doesn't work as it should. Any idea?

What kind of phone signal strength are you getting at work? If you are only getting one or two bars, than chances are that the GPS can’t fix you position either.

Go to the phone app and type in ##GPS# and the phone will pull a GPS signal. Depending on how fast it is, that should be an indicator of whether it's the phone or RingWhere.
