Quick Install, when turning develop. mode off, prog. disappears.

I accidentally removed PDF viewer from my PRE, I installed webos quick install, and have downloaded a few patches and tweaks and they work great. The "extract PDF viewer" is no longer available, so I download the "enable lanscape for PDF" and it works great, and restored my PDF viewer. As soon as I turn developer mode off and restart the PRE, the PDF viewer is gone. The other things I added are still there and working. Any ideas?
