    Has anyone had there phone come up on a screen that reads "Phone Error"
    and has the cloud background like when you set up your phone for the first time?
    This is an Asurion replacement phone and it looks like its no good.

    Have you signed into the device? When does this error occur? What steps have you done to see if the problem persists?

    1. Restart device
    2. Ensure device is updated to latest webOS version
    3. Partial erase
    4. webOS doctor

    well the phone never gets to the point where you are able to sign in. i have done multiple reboots, battery removals and webos doctoring.
