I've restarted it and done everything I could. Stopped all things I could in Jstop and it still is running with the speed and consistency of cookie dough.
This only started recently and it's really aggravating and bumming me out.
There isn't really an excuse for this.
    I love WebOs.
    I love the Pre.
But even on good days the Pre isn't the snappiest of phones.

    Right now however it's unbearable.
It took literally two minutes for my pictures to load and I couldn't even go to card view.

It's nowhere near full either. Before I doctored it a few weeks ago I had four times as many pictures.

Edit: I cant even send a picture...
    It says "device full"

My pre is a liar. I have 2 Gigs used. No other cards.
    It's smokin' the reefer..

Well, you can add the app Reboot Schedule
Set it to reboot at a certain time everyday.
    That could help over time.

Also 1.4 is supposed to increase performance, hopefully fix it with a noticeable difference.
As for now, just have to hang in there.
WebOS is fairly new, and can only get better over time.
    The sky is the limit.

Yeah, but it was never this bad. I've restarted it myself several times in the last 10 minutes alone due to freezing.
    I do however await 1.4

Try taking the battery out for 30 seconds or so, then put it back in.
I do that whenever the phone just turns off and ya can't turn it back on.
Could make a difference in your case, if you haven't tried already of course.

Try deleting old sms/mms messages, I heard somewhere there is a limit and once it's reached old mms messages need to be deleted before any new ones can be sent.

Try removing patches, if you have any installed. There might be a conflict between them, causing random errors. If that fails I suggest the repair utility, and maybe doctor it again. If that fails take it to your provider, patch-less, and see if they will swap you for a new or refurb unit. Make sure you backup all of your data first.
