According to WIKI some of the companies in the Ukraine have CDMA coverage and even provide roaming on their headsets while in the States. The interesting detail, however, is that they allow to roam with VZ and not Sprint. That may explain no data coverage for Sprint Pre in the Ukraine

Sprint doesn't have GSM Pre, Sprint is CDMA carrier just like VZ. in your phone menu you can enable data while roaming and you should be good to go.
oh and BTW, i did check the CDMA carrier page in the Ukraine, seems like they have a pretty good coverage around major cities and are expanding

Unfortunately the one website i know for sure would have been of great help in this regard has been down for more than a week now. http://www.mobile-files.com . Keep an eye on them just in case they come back online. Also try a web search and see what comes up.

Does your Ukranian carrier allow "foreign" ESN's on their network "officially" ? If they do why not see if they can help with NAM programming and such?

Yes, i think no problem with "foreign" ESN's, because voice is working good!
And about help - I spent several hours in the carrier's service, but they said that can't help with data. Thay newer seen Palm before.
