All of those switching back and forth from EVDO ONLY to 1X only just to get some 3g, here's the solution.

This thread has been updates for patch 1.4.1
HOW TO: get fully-functional EVDO without sprint 3g towers.
Changes: Unlocking ##usbpass# now requires a different passcode. A link has been provided to generate this. Also, I posted a link to a different PRL which fixes the "Searching/Can Not Connect" issues that started with v1.4
**I take no responsibility for any damage you do to your phone. Messing this up will brick it**

    Let me repeat that...
I am in NO WAY RESPONSIBLE for any damage this walkthrough may cause to your phone. This is posted for educational purposes only. QPST is a VERY VERY powerful program, and one typo could cause permanent pre-damage. As in... pre doctor won't fix it.

    Required:
QPST 2.7 Build 323 updated link. haven't tested it yet.
    Beezle's DIAG Drivers
Alltel's 40057 PRL provided by forkup at the-answerman.com
    Palm Pre USBPASSthrough keygen

---SET PHONE TO Hybrid Rev A if you've changed it (##3836# in phone app)
    1. Go to your local sprint store and ask for your master subsidy lock (MSL)
Note: I've gone to both the sprint store and called *1 to get MSL for the pre. Both places always say they aren't supposed to give it out but never gave me any hassle for getting it. If they ask what it's for just tell them it's so you can get EVDO
    2. Install "QPST 2.7 build 323" AT YOUR OWN RISK
    3. Extract and open the usb passthrough Keygen [link above]. In your palm pre go to "Device Info" to find you Serial Number, and type that into the Keygen-> hit ok. That 5 number code will be used in the next step.
note: your serial number is CASE SENSITIVE when using this keygen, so make sure your letters are capitalized.
    3. On pre, open phone app and type ##8727277# (##usbpass#). The first time you go here you will need to enter the passthrough code generated in the previous step. Set "USB PORT 1" to "Diag" (enter your MSL when prompted)
note: if you can't click OK after entering the code, make sure you entered your s/n in correctly in the keygen.
    4. Connect to your PC via your usb cord.
    5. Open "qcmdm.inf" in a text editor (notepad) and change the "%PreModem%" (under [Models]) from Rev_0216 to Rev_0316. Save the file and close.
    6. Open "qcser.inf" in a text editor and change the "%PreDiag01%" (under [QcomSerialPort]) from Rev_0216 to Rev_0316. Save the file and close.
    7. Open device manager>select unidentified "Generic Serial" device and update driver (install from specific location).
    8. Then, select unidentified "Reduced CDC" device and update driver (install from specific location).
Launch QPST Configuration. Under Ports Tab select "Add New port". Uncheck "Show serial and usb" option. Select your phone and add it!
    9. ((maybe optional, i haven't tested w/o yet)) Open the PRL with QPST Roaming List editor>> Set to "Preferred Only">> Save and Close.
    10. Launch Service Programming (part of QPST)
    11. Under "Select an Active Phone" Choose the SURF6800-65 (your pre).
    12. Click "READ FROM PHONE" and enter in your MSL when prompted.
    13. Select "Roam" tab>> Click Browse underneath "Preferred Roaming">> Select the 40051.prl file >> Click "WRITE TO PHONE"
note-- If you get an error saying something about reading device, close out all qpst programs then start "Service Programming" again and retry
    14. Back in the phone app retype ##usbpass# and set "USB PORT 1" back to off.

You're Done! Your phone will now put priority on Alltel's EvDO towers.

So by doing this, I would be able to throw my phone into ROAM ONLY and get EVDO data on both Verizon AND alltel?

I already get EVDO on alltel with I auto roam, but not when I force it.

I have not tested it on verizon tower yet, but my guess would be no. This works because alltel has that evdo roaming deal from before they were bought up. You don't have to use ROAM ONLY. This essentially forces it, except it reads for alltel towers first (as if you were auto roaming but pseudo permanent). Still reads as if its a sprint connection, and is running right now with my phone set to sprint only carrier

I am a little confused. Does this procedure put you on alltel full time, or just give you evdo access while roaming?

It puts a priority on connecting to alltel. So, it forces a connection to alltel if its available (settings to connect to alltel's EVDO if it is availble). Because of sprints evdo roaming contract with alltel it connects without a problem.

I just got this working, so ill keep you all up to date on any side effects (will be going down to phoenix tomorrow where sprint does have 3g. We'll see how that goes. Eventually i think ill end up customizing the PRL for my location

    Speed test from mobilespeedtest.com
That's better than my qwest dsl O.o
(btw, i tried google maps and my location is about a 1/2 mile off. think i read a fix to this problem though)
Also, my pre is WAAy less laggy than it was before this mod.

Nice write up. So you were using Alltel towers and obtaining an IP registered to Sprint?

Interesting - I live in Tempe and was having a handoff-nightmare at my apt - there's VZW roaming, and 2 Sprint towers within 3 miles, and my phone likes to hop.

What I tried first was frequent PRL updates, setting to Sprint only, then to Roam only, but none of these things was a good compromise for getting calls and email @ home. Then I tried a zBoost YX500-PCS repeater/amp which made the problems less pronounced, but still impractical, as it doesn't discriminate on roam vs. Sprint, so the phone would still hop.

What I ended up doing was getting a Sprint AIRAVE unit, and so far I am quite happy with that. Full bars and EVDO in my apt. No missed calls. No switching on and off roaming.

When I get more time I'll do a full post.

Yeah, Ive been doing the ##EVDO# thing for awhile. Its there if I need it but dont really like it because it takes a better part of 1-2 minutes to find a signal all the while missing calls and texts. My issue is if Sprint has roaming agreements with whomever than why does my phone not switch over by itself when I know theres NO Sprint EVDO Coverage in this area ???
Sprint EVDO stops right at the Louisiana/Texas border which is only 15min away. Verizon and AT&T both have high speed here what gives ? My friend has Verizon and it totally kills AT&T by far ! Ssssso . . . why wont my phone switch by itself when it has NO Sprint signal what so ever? ( missing calls and texts ) I've seen it do it randomly for very short periods. Also, I have horrible service in my house as does my AT&T roommate but my friends Verizon has no problem when he's here . . . Im VERY tempted to try this reprogramming thing but I have a horrible track record with this type of thing Can anyone find out what "Roaming Profile/PRL number Verizon uses? Im currently at 60654 . . . well 60657 now. Just updated and it actually worked ?? it usually just sits there forever or gives me an error message. Its in Forced EVDO now while it updated, go figure. Mobilespeedtest.com around 240k down to 170-200k after update ?? Test about an hour apart. 4-5pm. could be a network traffic thing. ( if any one cares )

Also ( FYI ) Sprint was going to send me an Airave free of charge but they kept "losing" the order and eventually had it sent out ( 2 moths later ) but to the wrong address. Long story short; they started billing me for it even though I never recieved it on top of the fact they said "AT NO CHARGE" ! ! RUDE ! ! the kicker: I get a call from Sprint cust service 3 months in asking me how the Airave was working for me ! ! ! I ALMOST had a massive BF on the poor guy ! I told them to close my acct right now ! Call ended with a $100 credit. I kinda gave up on the Pre because Im moving to England in a few weeks. First one had every issue known and had to practicly threatn peoples lives at Sprint to replace it. They didnt even pretend to care. Palm replaced it without question eventually. Didnt return my freakn battery though ! luckly I still had my old Centro battery which has been working fine since mid Oct. Oh well !

Open up the 2 .inf files.

Next to where it says "palm pre" will be something that says "rev_0216". Change every 0216 to 0316 and save the files. Then when you go through the device manager there will be 2 unknown devices (i don't remember off the top of my head what they are...). Select one, update the drivers, choose the location folder, and then it should find the correct driver in that folder w/o any problem.

let me know how it goes
