Default Why does emergency dial connect to gsm ?

I was resently in Germany and I dialed 911 but did not make a call, when I was in emergency mode the network "bars" showed full power or one bar less. However when not in emergency mode the network bars show an X. Is there a hidden GSM chip in the palm pre that could possibly be used to make international calls. Also ther are no known CMDA networks in Germany.

You already answered your question re: "no CDMA network" where you were at. Also isn't 911 emergency for US only (not sure)?
