Sorry For The Noobie Question And If Its Been Posted Before. But I Was Wondering If Its Just Me Or Not, But When I Use My Volume Rocker It Only Lowers Down The Volume Of The Ringer And Not My Notifications. IS there Anyway To Change This. Because I Lower My Volume Expecting My Notifications To Be Lowered To. But No Go.

You can adjust the volume of your system sounds including notifications, by going to "Sounds & Ringtones", scroll to bottom and there is a slider to control the volume.
