    The blue is normally used for the emergency dialpad on unactivated units. I imagine Palm will add a menu option to choose dialpad color/texture at some point.

    It's also used on the security unlock screen when you have the phone set to lock on power-up or wake-up.

    As default, the normal dialpad is green but it switches to blue when the device is locked and you haven't entered the pin/password.

    If you have simple pin activated, the keypad when you're typing in the pin is blue. As is the keypad when 'emergency call' is activated (I hate that feature. I've mistakenly called 911 so many times. I swear, they're gonna come after me soon...).
