Set up WiFi. Then delete /var/luna/preferences/first-use-profile-created and /var/luna/preferences/ran-first-use (use Internalz; there are homebrew guides everywhere), then reboot. If you're stuck on the activation screen, tap the dialer icon on the bottom, erase what's there, and type *228. (May be Verizon only.) The phone should activate. If not, enable developer mode by writing #*3386633# into the dialer. It should then allow you to continue.
(Note: the above information has been scraped from various sources and have not been tested.)

If I understand the OP correctly: you just purchased a Pre 2 and the previous owner left his Palm Profile on the device?
You are locked out of that Profile due to not having the password and that prevents you getting any Apps from the catalog? Select the correct Doctor from here: WebOS Doctor Versions - WebOS Internals You will need the latest Java and the novacom drivers installed on your computer. Doctor the device and it will put you back at First Use and you can then set up your own Palm Profile. If you are worried about an unlock - Doctoring will not erase an unlock...

If it gets stuck at 52% for more than 30 seconds, it's not going to progress further and you will need to try again.

Safely disconnect from USB... (Stop USB on computer and remove cable)
Remove battery... Connect USB cable Hold Power and Volume Up buttons... Replace battery That should put you in Recovery Mode.
