App catalog billing issues are back

Last few days / weeks ive not been able to purchase apps anymore, despite having no problems before that.

I decided to try and reset my credit card details to see if that would help - but now it wont accept them at all, giving that nasty old PMT04001 error about how it's been declined.

This is despite the EXACT SAME CARD DETAILS being totally fine in iTunes, Ebay, and Amazon, all of which i just tested today by making some small purchases.

Very frustrating.. was trying to find a good alternative to Bad Kitty since it broke the other day, but i cant get anything cuz of billing being broken

I tried running the doctor.. no good. Still the same.
