I downloaded the new 2.1 doctor and extracted the com.palm.app.exhibitionpreferences.
I then used Jasons IPK packager. After that I sinstalled the ipk from root.
After a restart the app is there and it opens but it does not function. I know this is a tough one but are there any suggestions?

It isn't an app. It is an underlying system element (probably embedded in the new Luna). You can't just copy the app over, as it is just a preference app.

That app is just the front face for the service you still need to install then the other apps (calendar, photos, etc) to support it.
