Not sure about webOS 1.4.5, but in 2.0 that background image is located here:
    /usr/palm/applications/com.palm.app.firstuse/images/background.png

What does the Pin screen background look like in 1.4.5? Blue with clouds?

Exploring my 1.4.5 Doctor, I found that same image in three more locations... One of them might be the one you're looking for.

    /usr/palm/applications/com.palm.app.screenlock/images/backdrop-firstuse.png
    /usr/palm/applications/com.palm.app.phone/images/backdrop-firstuse.png
    /usr/palm/applications/com.palm.app.phoneprefs/images/firstuse/backdrop-firstuse.png
