Sprint Pixi without service

Is it possible to share an Internet connection via Bluetooth with an already activated Sprint Pixi that does not have active service?

I would like to provide a webOS device for everyone in my family, but I don't want our daughter to have a constant network connection on the Pixi. The Pixi would be a hand-me-down. However, I want the option to provide an occasional connection. For example, I would like to open freetether on my Pre 2 and share the connection via Bluetooth to the Pixi for downloading apps, surfing the web, etc.
