Is there a way or a program that lets you run the PRC files from your PC without loading them on the Treo?

There is a PalmOS Simulator that runs a Treo ROM. You can do almost anything on it that you can do on a real Treo (including network access), except for phone calls.

You can download it from Palm's developer site (http://developers.palm.com/).

You can install PRC files into Simulator by dragging and dropping them onto a running Simulator window.
